The Conference was attended by a cross-section of Risk Management practitioners as well as organizations which play stakeholding roles in risk awareness and Risk Management in Nigeria.
The presentations and deliberations were focused on the conference theme.’ Risk Management and the Changing Global Paradigms”, underscore the imperative for examining Emerging Risks in the rapidly evolving global environment and how such risks could impact on individual and corporate entities in Nigeria.
The Conference was also a platform for the continuous education of Risk Managers and the sharpening of their Risk Management skills by practical training, solutions and insights from experienced global experts and world class networking opportunities.
The conference methodology comprised paper presentations, panel discussions and interactive sessions focusing:
• The theme paper: Risk Management and the Changing Global Paradigms, delivered by Raymond Akalonu, Deputy President, Risk Managers Society of Nigeria,
• Special Focus: Disaster Management and Business Continuity, delivered by Engr. Peter Onyeri, MD/CEO, Enprosaf Resources Limited and a Fellow of RIMSON.
• Technical Papers: (a) Cyber Risks, Cyber Crime and Cyber Protection: From Front Desk to Board Room” by Mr. Tom Griffin, Senior Partner, Control Risks Services (West Africa) Limited (b) Risk Management in a fluctuating Oil Price Environment”, by Engr. Jide Ajide, Former GM, Chevron. (c) Risk Management in Governance: The Lagos State Model”, by Mr. Y.O.B Akintunde, Director (Insurance), Ministry of Finance, Lagos State. The Theme Paper Panel of Discussants were: ➢ Dr. Jacob Nwachukwu: Health Risks Prospective. ➢ Engr Jacob Adeosun: Oil & Gas and Engineering Risks Perspective. ➢ Engr. Peter Onyeri: Aviation Risk Perspective. ➢ Mr. Obinna Chilekezi: Insurance Perspective The Focus Paper on Disaster & Business Continuity Management Panel of Discussants included Representatives of the following Govt. Agencies: ➢ Mr. Hyginus Omeje – Federal Road Safety Commission (FRSC) ➢ Ms. Aikpokpo Ebahi – National Emergency Management Agency (NEMA) ➢ Mr. Tajudeen Balogun – Nigerian Security and Civil Defence Corps (NSCDC) ➢ Mr. James Zang – Nigeria Railway Corporation (NRC) ➢ Mrs. Dominga Odebunmi – Pioneer DG, Lagos State Safety Commission chaired this session.
THE COMMUNIQUE:
Following the presentations, discussions and extensive deliberations, the Conference resolved as follows: 1. That the attention of the Federal and State Governments in Nigeria should be drawn to the palpable risks posed to the national security as a result of the lack or insufficient means of national identification of millions of Nigerian citizens as well as foreign nationals domiciled in the country, thus underscoring the imperative for a centralized identification database of all people resident in Nigeria, anchored on a National Social Security Scheme.
2. That the Conference underscores the pivotal place of Risk Managers in every government institution in Nigeria and strongly canvassed the creation of such positions to be manned by qualified and certified Risk Managers.
3 That the entire National Budgeting process be reviewed in such a way as to incorporate Risk Management concepts, focusing the ultimate goals of the budgeting process and ensuring that necessary steps are taken to mitigate likely deviations and/or lackluster implementations from the onset
4(a) That the Conference underscores global cyber threat and the need for a Central Governmental Agency to address existing and emerging Cyber threats and mandate all regulators to create a framework for identification and mitigation of the risks.
b) That as a result of the magnitude of cyber risk, the Risk Managers Society of Nigeria appeals to the Nigerian Insurance Industry to develop and market products that would help Nigerians to protect their cyber infrastructure and the attendant risks.
5 That the Risk Managers Society of Nigeria commends the Federal Government on the whistle blowers policy and advises government to come up with an Act to back the policy.
6 That in view of the importance and prevalence of healthcare risks in the country, government should strengthen the preventive healthcare policies and the Health Management system.
7 That there is need for a technology – driven disaster management machinery as well as regular meetings of the stakeholders to enhance better and more effective co-ordination and collaboration in the event of a disaster and to forestall a conflict of duties and responsibilities among the bodies.
8(a) That in view of the growing importance of Risk Management to human existence, the Ministry of Education should include Risk Management in the education curriculum, making it necessary for schools in the country to assist in the identification of threats and opportunities.
(b) That the time has come to have a radical reformation of our educational system in line with modern reality as most of the graduates cannot meet the current expectations of potential employers. More so that these graduates are not equipped with modern day soft skills.
